AI Governance in Saudi Aviation: Navigating GACA Regulations for Autonomous Systems and Flight Safety

There is a particular kind of pressure that descends on an aviation safety officer the moment an AI system begins making recommendations about maintenance schedules, airspace routing, or flight path optimization. The pressure is not unfamiliar—aviation has always demanded systematic thinking about failure modes—but the nature of the risk has shifted. A faulty torque wrench leaves evidence. A poorly validated machine learning model may not, at least not until the moment that matters most. Saudi aviation organizations are now navigating exactly this tension as they deploy AI across operations, logistics, and air traffic management, doing so under a regulatory framework that is still taking shape.

The General Authority of Civil Aviation (GACA) has made clear that AI-enabled systems affecting flight safety will face serious scrutiny. But GACA's AI-specific regulatory apparatus remains in active development. Understanding what that means—not pretending the framework is complete when it is not, but also not waiting for final rules before building governance capacity—is the central challenge for aviation leaders in the Kingdom today.

What Vision 2030 Has Set in Motion

Saudi Arabia's ambitions for its aviation sector are not modest. Vision 2030 envisions the Kingdom as a global logistics and travel hub, expanding airport capacity, building new cities that depend on aerial connectivity, and positioning Saudi carriers for international competition. AI is not incidental to this vision; it is structural. Autonomous cargo drones, predictive maintenance systems, AI-assisted air traffic management, and machine learning tools for demand forecasting and crew scheduling are already in various stages of planning or deployment across Saudi aviation organizations.

The scale of this transformation creates governance urgency. When AI systems are integrated into flight operations, the consequences of poor design, biased training data, or inadequate oversight are not abstract. They are measured in the language aviation has always used for risk: probability, severity, and catastrophic potential. GACA understands this, and its approach to AI governance is being shaped by the same safety culture that governs the rest of civil aviation regulation in the Kingdom.

GACA's Emerging Framework: What Is Known and What Is Not

It would be misleading to describe GACA's AI governance framework as a settled body of rules ready for mechanical compliance. It is not. What exists is a set of established safety and airworthiness requirements that have always applied to aviation systems, now being extended and adapted to cover AI-enabled applications, alongside signals from GACA about the direction of AI-specific regulation.

The existing framework that applies now includes GACA's core flight safety standards, which require that any system affecting airworthiness or flight operations undergo rigorous certification. Airworthiness requirements apply to autonomous and semi-autonomous systems regardless of whether specific AI provisions have been codified. The Personal Data Protection Law (PDPL), administered by the Saudi Data and AI Authority (SDAIA), governs how passenger and operational data may be collected and processed within AI systems. The National Cybersecurity Authority (NCA) sets requirements for protecting aviation infrastructure against cyber threats, which increasingly means protecting AI systems themselves, since a compromised machine learning model is as dangerous as a compromised sensor.

What is still developing is the AI-specific layer: explicit risk classification criteria for aviation AI, certification pathways tailored to machine learning systems whose behavior may shift as they learn, and detailed audit requirements for AI used in safety-critical decisions. GACA has been working with international bodies including ICAO, which has produced guidance on AI in aviation that is likely to influence the Kingdom's eventual framework. Organizations should assume that what GACA formalizes will align closely with emerging international standards, including strong requirements for explainability, human override, fail-safe design, and comprehensive data logging.

This means that organizations building governance frameworks now should look to both GACA's existing safety culture and to ICAO guidance as their primary reference points, while remaining prepared to adapt as GACA's AI-specific rules are issued.

Safety Classification as a Governance Foundation

Even in the absence of a finalized GACA risk taxonomy, the underlying logic of risk-based classification is already embedded in how aviation safety works, and it translates directly to AI governance. The critical question for any AI system in aviation is the same question safety engineers have always asked: what happens when this fails, and who is in the chain of decision-making when it does?

AI systems that sit in or near the flight control path—autonomous aircraft systems, collision avoidance algorithms, AI-assisted air traffic management—carry the highest consequence of failure and therefore demand the most rigorous governance. These systems require not just internal testing and documentation but independent verification, continuous monitoring during operation, and absolute clarity about how human oversight is maintained. The principle of human override is non-negotiable in safety-critical AI: a system that cannot be overridden by a qualified human being has no place in flight operations under current regulatory thinking, and any organization deploying such a system without that capability is building on ground that GACA will not accept.

Below the flight-critical tier, AI systems involved in predictive maintenance, flight path optimization, crew scheduling, and passenger screening carry significant governance requirements even though their failure modes are less immediately catastrophic. The risk is different in character: a biased maintenance prediction model may lead to deferred repairs that accumulate into a safety gap; a crew scheduling algorithm that treats pilot fatigue as an optimization variable rather than a safety constraint creates liability that extends well beyond any individual flight. Governance for these systems centers on documentation, regular audits, transparency in how decisions are generated, and appeal mechanisms that allow human judgment to correct AI error before consequences compound.

At the lower end of the risk spectrum—customer service chatbots, gate assignment systems, demand forecasting tools—governance requirements are less intensive but not absent. PDPL compliance applies wherever passenger data is processed, and basic documentation of AI system purpose, training data provenance, and performance monitoring is a reasonable expectation regardless of risk level.

Autonomous Aircraft and the Drone Ecosystem

Saudi Arabia's drone ecosystem deserves particular attention because it is expanding rapidly and because the regulatory requirements for autonomous systems are among the most substantive that GACA has signaled. All drones above specified thresholds must be registered with GACA, and commercial drone operations require specific licensing. AI systems controlling autonomous aircraft must define clear operational boundaries—geographic limits, altitude restrictions, airspace coordination requirements—and must be designed to default to safe states during system failures rather than continuing to operate under degraded conditions.

The data dimension of drone operations is also significant. Drones equipped with cameras and sensors collect data about the physical environment and, in some operational contexts, about individuals. PDPL requirements apply to this data collection, and organizations deploying commercial drone services must build privacy-by-design principles into their AI systems from the outset, not as a retrofit after deployment. GACA's expectations around data logging for incident investigation mean that comprehensive flight data recording is not optional; it is a prerequisite for operating autonomous systems in Saudi airspace.

The human oversight question is especially live for autonomous aircraft. Remote pilot requirements currently apply to most commercial autonomous operations, reflecting the reality that AI systems have not yet demonstrated the reliability required to remove qualified human supervision from the loop entirely. Organizations should build governance frameworks that treat human oversight as a permanent design feature, not a transitional burden to be engineered away as AI capability matures.

The Regulatory Constellation: GACA Within a Broader Framework

Aviation AI governance in Saudi Arabia does not operate within a single regulatory jurisdiction. GACA sits at the center of a constellation that includes SDAIA, the NCA, SAMA (relevant for aviation insurance and financial AI applications), and the broader Vision 2030 governance architecture. Organizations that approach compliance as a GACA-only question will find themselves exposed on multiple fronts.

SDAIA's mandate covers ethical AI principles—fairness, transparency, accountability, and explainability—that apply across sectors, including aviation. The Authority has indicated that algorithmic auditing and bias assessment are governance expectations, not merely aspirational principles. For aviation AI, this translates to a concrete requirement: organizations should be able to demonstrate, through documented testing and audit, that their AI systems do not produce systematically biased outputs that could disadvantage particular groups of passengers, crew members, or communities near flight corridors. An AI system for passenger screening that performs differently across demographic groups is not just an ethical problem; it is a compliance exposure under Saudi AI governance principles.

NCA requirements for critical infrastructure cybersecurity extend to aviation AI systems in ways that demand dedicated attention. An AI model trained on historical flight data and then manipulated through adversarial inputs is a cybersecurity threat as well as a safety one. Security testing specifically designed for AI systems—assessing their behavior under unusual or adversarial inputs, not just their performance under normal conditions—should be part of any serious aviation AI governance program.

PDPL's provisions for personal data protection apply throughout the AI lifecycle in aviation: the data used to train models, the operational data processed in real time, and the records retained for audit and investigation. Aviation organizations handle large volumes of passenger personal data, and the interaction between PDPL's purpose-limitation principles and the data-hungry nature of machine learning systems requires careful governance architecture.

Building Governance Capacity Before Final Rules Arrive

The temptation to wait—to hold off on building AI governance infrastructure until GACA publishes its final AI-specific framework—is understandable but misguided. GACA expects proactive safety culture, not reactive compliance. Organizations that arrive at the certification table for autonomous aircraft or safety-critical AI systems without documented governance frameworks, audit histories, and evidence of systematic safety testing will not be well positioned, regardless of what the rules technically require at that moment.

Governance capacity begins with knowing what AI systems are actually deployed or in development across the organization. This sounds straightforward; it rarely is. AI in aviation organizations has often been acquired through vendor contracts, embedded in software platforms, or piloted by individual departments without centralized visibility. A comprehensive inventory of AI systems—covering what they do, what data they process, what decisions they influence, and who is accountable for their performance—is the prerequisite for everything else.

From that inventory, a risk-informed prioritization becomes possible. Safety-critical systems demand immediate governance attention, including documented certification plans, testing evidence, and human oversight protocols. Systems in the middle tiers need audit schedules, bias testing, and explainability documentation. All systems need clear data governance that aligns with PDPL requirements.

The governance structure itself should reflect the cross-functional nature of aviation AI risk. Safety officers, cybersecurity teams, operations leadership, legal and compliance functions, and technical AI specialists all have distinct and essential perspectives on AI system risk. A governance committee that integrates these perspectives—rather than treating AI as a purely technical matter for the IT department—is more likely to catch the kinds of failures that cross organizational boundaries.

Vendor management deserves explicit attention. Much of the AI deployed in Saudi aviation will have been built by technology vendors rather than in-house engineering teams. The governance frameworks that apply to internally built systems apply equally to vendor-supplied AI. Organizations should insist on contractual provisions that allow for independent audits, require vendors to disclose material changes to AI systems, and establish clear lines of accountability for AI-related safety or security incidents.

Looking Toward GACA Certification

For organizations operating or planning to operate autonomous aircraft or AI systems in safety-critical aviation roles, GACA certification will be a defining moment. The preparation required is substantial: comprehensive technical documentation, evidence of safety testing across the operational envelope, demonstration of fail-safe design, human override capability, and data logging infrastructure. Organizations that have built governance frameworks systematically will arrive at certification preparation with much of this documentation already assembled as a byproduct of good governance practice.

The relationship with GACA matters here in ways that go beyond documentation. Saudi regulators have consistently signaled that they want proactive engagement from organizations deploying novel technology in safety-critical contexts. Early conversations with GACA technical teams about the governance approach being taken for a specific AI system—before that system is submitted for certification—are an investment in regulatory trust that pays dividends across the certification process and beyond.

Saudi aviation is moving faster than any previous generation of aviation transformation, and AI is the primary force of acceleration. The organizations that will lead in this environment are not those that move fastest without regard for governance, nor those that wait for regulatory certainty before building anything. They are the ones that treat governance as a competitive advantage—the discipline that allows them to move confidently in an uncertain regulatory landscape because they understand the risks they are managing and can demonstrate that understanding to any audience, including GACA.
