AI Governance in Saudi Education: AI Systems in Schools, Universities, and EdTech Platforms

AI Governance in Saudi Education: Building Ethical and Effective Learning Systems

The ambition is not small. Saudi Arabia has committed to transforming its education system into one of the most capable in the world, and artificial intelligence is deeply embedded in how that transformation is being pursued. From adaptive tutoring platforms that adjust in real time to a student's performance to AI-assisted admissions systems that sort applications across dozens of universities, the Kingdom's educational institutions are deploying machine learning tools at a pace and scale that most other countries are still debating in committee. Vision 2030's human capital goals depend, in part, on this technology working well. The governance question—and it is urgent—is what "working well" actually requires when the subjects of the system are students, many of them minors, whose life trajectories can be shaped by algorithmic decisions they never consented to understand.

That governance question has a particular texture in Saudi Arabia. The regulatory framework for AI in education draws from several distinct authorities whose jurisdictions overlap in ways that require institutions to think across organizational and legal boundaries simultaneously. The Ministry of Education (MOE) sets the pedagogical and institutional framework; the Saudi Data and AI Authority (SDAIA) provides national guidance on ethical AI and data governance; the Personal Data Protection Law (PDPL) establishes legally enforceable rights for individuals, including students, over their personal information. Together these frameworks create a governance environment that is more demanding than many institutions have yet recognized, and the gap between current practice and what these frameworks require is, at many Saudi educational institutions, significant.

The Regulatory Foundation

The MOE's overarching mandate in relation to AI is primarily about educational quality and institutional integrity. AI systems deployed in Saudi schools and universities must demonstrably support learning outcomes, must be accessible to students with diverse needs and abilities, and must preserve the primacy of the human educator rather than substituting algorithmic judgment for the relationships that learning depends on. These are not bureaucratic platitudes; they reflect a genuine concern in Saudi educational policy that AI, if poorly governed, will hollow out the educational experience while generating metrics that look like progress.

SDAIA's role extends this framework toward the ethical dimensions of AI behavior. The Authority has been explicit about its expectations for AI systems across sectors: they should be fair, transparent, and accountable; they should be auditable; and their outputs should be explainable to the people they affect. In an educational context, this means that a student or parent who asks why a particular AI recommendation was made—why a student was placed in a remedial track, why an application was flagged for additional review, why a learning platform is recommending a particular sequence of content—should receive a meaningful answer rather than a reference to algorithmic complexity. SDAIA's data governance guidance also emphasizes localization: student data generated in Saudi Arabia's educational system should, as a matter of principle, remain within Saudi Arabia rather than being processed on foreign infrastructure beyond the reach of domestic regulation.

The PDPL's provisions for personal data have specific implications for educational settings, and some of those implications are more demanding than institutions have recognized. The law requires that consent for data collection be meaningful and informed; for students who are minors, this means parental consent is required, not assumed. The purpose-limitation principle—data collected for one purpose may not be repurposed for another without fresh consent—applies directly to the way learning analytics data is used. Data collected to help a student improve their mathematics performance cannot be silently repurposed to generate behavioral profiles for commercial purposes or shared with third-party platforms without distinct authorization. Data minimization means that institutions should collect only the data genuinely necessary for the stated educational purpose, not accumulate broad datasets on the theory that they might be useful later. And retention limits require that clear policies exist for how long student data is kept and when it is deleted—a requirement that many institutions have not yet operationalized.

Learning Analytics and the Surveillance Problem

Learning analytics is, in many ways, the defining AI application in contemporary education. The ability to track how students engage with learning materials—which concepts they struggle with, how long they spend on particular tasks, when their attention drifts, how their performance evolves over a semester—promises genuinely valuable pedagogical insight. It also creates what is, if left ungoverned, an extensive surveillance infrastructure aimed at children and young adults.

The governance challenge here is not to eliminate learning analytics but to ensure that the data collected serves the students it is collected about, rather than the institutional or commercial interests that have other uses for it. Transparent disclosure is the starting point: students and parents should know, in clear and accessible language rather than buried in terms-of-service agreements, what data is being collected, why, who has access to it, and what decisions it informs. Saudi institutions operating under PDPL have a legal obligation to meet this standard; many do not yet do so in practice.

Beyond disclosure, institutions should provide genuine access. Students and parents should be able to view the data held about them in AI systems, understand what that data has been used to determine, and challenge conclusions they believe to be incorrect. This is not just a rights provision; it is a quality mechanism. AI systems trained on historical data can produce systematically inaccurate assessments of individual students, particularly students whose backgrounds differ from the populations on which the models were trained. Human review of algorithmic outputs—enabled by meaningful access to those outputs—is the primary check against this failure mode.

The question of opt-out mechanisms is more contested, particularly in institutional settings where students have limited practical ability to refuse participation in the systems their school operates. Saudi institutions should think carefully about which learning analytics features are genuinely core to the educational function and which are elective enhancements. Where analytics are optional, genuine opt-out should be available. Where they are core to the system, the governance obligation shifts to ensuring the system is fair, accurate, and governed with appropriate scrutiny.

AI in Assessment: The High-Stakes Problem

The deployment of AI in grading and assessment is one of the more consequential and least openly discussed governance challenges in Saudi education. AI tools for scoring essays, evaluating competencies, and identifying signs of academic dishonesty are being adopted across institutions, often faster than the governance infrastructure to manage them is being built.

The fundamental principle that should govern AI assessment is human accountability for high-stakes decisions. An AI system may provide useful input into the grading of a routine assignment; it should not be the final, unreviewable authority over a grade that affects a student's academic standing, eligibility for a program, or ability to graduate. Saudi institutions should establish explicit policies about where in the assessment process AI may operate without mandatory human review and where human sign-off is required before an AI-generated assessment stands. The higher the stakes, the stronger the human oversight requirement.

Equally important is the appeal mechanism. Students at any Saudi institution that uses AI in assessment should have a clearly defined right to human review of any AI-generated grade or assessment outcome they contest. This is not a concession to student preference; it is a recognition that AI assessment systems make errors, and that those errors—if uncorrectable—accumulate into injustices. SDAIA's explainability expectations apply here with particular force: a student who contests an AI-assessed grade should be able to understand, at minimum, what criteria the system applied and why their work was scored as it was.

There is also a validation requirement that many institutions are currently skipping. AI assessment tools should be regularly tested against expert human judgment to confirm that they are measuring what they claim to measure and that their accuracy is consistent across different student populations. A grading model that performs well on average but systematically underscores students from particular linguistic or cultural backgrounds is not a neutral tool; it is an instrument of inequity that SDAIA's fairness principles do not permit.

Personalized Learning Platforms and the Data Architecture Problem

Adaptive and personalized learning platforms—AI systems that adjust content, pacing, and difficulty to the individual student—are among the most promising applications of AI in education and among the most data-intensive. The governance challenge is not that personalization is inherently problematic; it is that the data architectures supporting personalization are often built for breadth rather than purpose, collecting more information than is genuinely needed and retaining it longer than educational need justifies.

Saudi institutions procuring or deploying personalized learning platforms should examine the data architecture of those systems with the same care they would apply to any other significant procurement. What data does the system collect? Where is it stored, and under what jurisdiction? Who within the vendor organization has access to student data, and under what conditions? What happens to student data if the institutional relationship with the vendor ends? These questions are not just contractual hygiene; they are PDPL compliance requirements, and institutions that cannot answer them are operating with significant legal exposure.

The content dimension of personalized platforms also requires governance attention. Adaptive systems recommend content based on what has worked for similar learners in the past, which means that the biases embedded in historical data—about which content is considered appropriate, which topics are emphasized, which cultural perspectives are centered—are reproduced and amplified through the personalization algorithm. Saudi institutions should require regular audits of the content recommendation logic in platforms they deploy, looking specifically for systematic patterns in what students from different backgrounds are being offered and what they are being steered away from.

Accessibility is a further dimension. Personalized learning platforms that work well for students who engage with content in conventional ways may work poorly for students with learning differences, students whose first language is not the platform's primary language, or students who access the platform on low-bandwidth connections. Governance frameworks should specify accessibility requirements as a procurement condition and include ongoing testing against those requirements as part of institutional AI oversight.

Administrative AI and the Fairness Imperative

AI systems used for admissions, placement, scholarship allocation, and disciplinary processes carry a particular governance weight in educational settings because their outputs can determine educational trajectories in ways that are difficult to reverse. An admissions algorithm that systematically disadvantages applicants from certain socioeconomic backgrounds, or a placement tool that routes students from particular school districts into lower-performing academic tracks, is not just a technical problem—it is a social equity problem with consequences that extend well beyond the individuals directly affected.

Saudi institutions deploying AI in these domains should conduct regular fairness audits that explicitly examine the distribution of algorithmic outcomes across different demographic groups. This is not a matter of political sensitivity; it is a technical requirement of responsible AI deployment. AI systems trained on historical admissions or placement data will, unless actively corrected, tend to reproduce the patterns of that history—including patterns that reflect prior inequities rather than individual merit or potential. Auditing for these patterns, and correcting the systems or processes when they are found, is the governance obligation.

Transparency about the role of AI in high-stakes administrative decisions should be treated as a standing institutional commitment rather than a case-by-case judgment call. Students and families who are subject to AI-influenced decisions about admissions, financial aid, or academic placement have a legitimate interest in knowing that AI was involved, what role it played, and how to seek human review if they believe the outcome was wrong. This transparency costs institutions relatively little; its absence costs students, sometimes enormously.

Teacher Preparation and Institutional Culture

Governance frameworks exist on paper; they work—or fail to work—through the decisions made by teachers, administrators, and students in daily practice. The most carefully designed AI governance policy will not protect students if the educators who operate AI systems do not understand the systems well enough to recognize when they are performing outside acceptable parameters, or if institutional culture treats AI outputs as authoritative and human judgment as an inefficient override.

Teacher preparation in AI literacy is therefore not a supplementary nice-to-have in Saudi educational AI governance; it is a core governance requirement. Educators who use AI tools in their teaching—whether for lesson planning, student assessment, early identification of struggling students, or any other purpose—should understand at a functional level how those tools work, what assumptions they embody, what kinds of errors they characteristically make, and when human judgment should supersede algorithmic output. This does not require that every teacher become a machine learning engineer; it requires that teachers be equipped with enough conceptual understanding to be informed and critical users of the AI systems they operate.

Student digital literacy has a parallel importance. Saudi students who are subject to AI systems in their education—adaptive platforms, AI-assisted assessment, algorithmic recommendations—should understand, in age-appropriate ways, how those systems work and what rights they have in relation to them. This is both a preparation for citizenship in an AI-saturated world and a practical governance mechanism: students who understand AI systems are better positioned to recognize when those systems are producing results that seem wrong and to seek the human review they are entitled to.

What MOE and SDAIA Alignment Actually Requires

Saudi educational institutions sometimes frame SDAIA and MOE alignment as an external compliance obligation—something to be managed like a regulatory filing, distinct from the real work of running an educational institution. This framing is mistaken in ways that tend to produce bad outcomes. The principles embedded in SDAIA's ethical AI guidance and the MOE's educational quality framework are not arbitrary impositions; they reflect genuine understanding of how AI systems can cause harm in educational settings, and aligning with them is, in most cases, identical to governing AI well.

The practical meaning of SDAIA alignment for an educational institution is: the AI systems you operate should be auditable, meaning you should be able to examine them to understand why they produce the outputs they do; they should be explainable to the people they affect; they should be tested for bias; and there should be clear human accountability for their behavior. None of this is achievable without knowing what AI systems are deployed across the institution—a comprehensive inventory is the unavoidable first step. From that inventory, risk-informed prioritization becomes possible: systems that make or strongly influence high-stakes decisions about students require more intensive governance attention than systems that, for example, optimize classroom scheduling.

Aligning with MOE's educational quality expectations requires that institutions ask, honestly, whether the AI systems they deploy are making education better for students or whether they are generating institutional efficiency at the expense of educational quality. These are not always compatible goals. An AI system that reduces administrative burden significantly but systematically mislabels struggling students as disengaged may be producing a net harm that is invisible in any single data point but visible in its aggregate effect on educational outcomes. Governance requires looking at these aggregate effects deliberately, not waiting for them to become visible through individual complaints or media coverage.

The Stakes of Getting This Right

Saudi Arabia's education system is, by any measure, central to the success of Vision 2030. The human capital development goals that Vision 2030 depends on require an educational system that is both excellent in quality and accessible in reach—one that serves students from every background effectively and that produces graduates prepared for the economy and society the Kingdom is building. AI has genuine potential to help achieve these goals: by personalizing learning at scale, by identifying students who need additional support before they fall behind, by extending high-quality educational resources to institutions that would otherwise lack access to them.

That potential is realized or foreclosed by governance. Educational AI that is deployed without adequate oversight for fairness can entrench existing inequities rather than reducing them. AI assessment systems that are not validated against human judgment can produce grades that are systematically wrong for particular groups of students, with consequences that follow those students for years. Learning analytics that are not governed by clear purpose-limitation and retention policies can become surveillance infrastructure that undermines the trust on which education depends. The PDPL's minor consent provisions are not bureaucratic formalities; they reflect a fundamental principle that children's data deserves heightened protection precisely because children are least able to protect it themselves.

Saudi educational institutions that take governance seriously—that build it into their AI procurement, their institutional policies, their teacher preparation, and their ongoing audit practices—are not just managing regulatory risk. They are making a commitment to the students they serve that the technology deployed in pursuit of better education will actually make education better, not merely make it more efficiently administered. That commitment, sustained through the institutional practices that governance requires, is what responsible AI in Saudi education ultimately looks like.
